Donald Trump won the cover last year for his controversial and surprising campaign for the Presidency, and Time explain that the reason he's placed so high again this year is because of the huge changes he's made to the very office of the President since his inauguration. Trump's influence over pretty much everything that's happened over the last year can't be understated, but many are concerned at the message being sent when sexual assault survivors are People of the Year and an alleged assault perpetrator is the award Runner-Up.

I think the message stand more powerfully with Trump as the Runner-Up, the silence is being broken and women are finally being heard. They even drown out our President.
